Dr. John Kitsos’ Postdoctoral Research “The Directive 2014/23/EU on the award of concession contracts” (2016) was bestowed a Praise on October 22, 2021 by the Plenary Session of the Academy of Athens. Before the most formal ceremony of the Academy of Athens, the Award was conferred by the President himself Mr. Loukas Christoforou with the attendance of the General Secretary Mr. Christos Zerefos and the Member Mr. Paschalis Kitromilides.

After a delay of several months due to COVID-19, the Panhellenic Conference on Public Procurement was held in Tripoli (Peloponnese, South Greece) on 02-03.10.2021, with the participants physically attending the respective sessions. The Public Procurement Conference was co-organised, amongst others, by the General Directorate of Tactical Administrative Courts and the Administrative Court of Appeal of Tripoli. Before the administrative judges who attended the Conference in person, Dr. John Kitsos developed the topic “The resolution of disputes between the Hellenic State and construction companies according to the Greek Law of Public Works”. In his speech, the speaker imprints his personal experience as a Lawyer specialized in public works, critically presenting the latest modifications brought to the Greek Code of Public Contracts, i.e. Law 4412/2016, by Law 4782/2021 (Government Gazette Issue A 36, March 9).

On June 24th, the Committee responsible for the ‘‘Standardisation of Tender Documents for the Construction and Upgrade of Port Infrastructures through Concessions and Public Private Partnerships (PPPs)’’, in view of the completion of its multi-month project, accepted for hearing the General Secretary of the Ministry of Maritime Affairs and Insular Policy mr. KIRIAZOPOULOS as well as the General Secretary for Private Investments and PPPs mr. KAVALAKIS.

During this special meeting, an extensive discussion took place with the experienced executives of the Hellenic Construction Industry Council (HCIC), and specifically mr. LAMPROPOULOS (President), KALLERGIS (General Secretary) and TONOLIOS (Member). Founding Partner Dr. John Kitsos participates in the Committee as a Special Legal Advisor in Public Procurement & Concessions/PPPs.

Founding Partner Dr. John Kitsos was appointed as a Member (Attorney at Law) of the responsible Committee for the ‘‘Standardisation of Tender Documents for Public Works Contracts’’, including those for the ‘‘Design-Build-Operation of urban waste-management units’’. This Committee is comprised of Members from all the relevant Ministries with the EAADHSY included.
