The 2nd Edition of the collective Work «Public Procurement – Law 4412/2016: A case law-oriented, practical approach» has been released by ΝΟΜΙΚΙ ΒΙΒΛΙΟΤΗΙΚΙ. Dr. John Kitsos is one of the co-Editors of the Book, and also the author of the articles regarding the Pre-Judicial and Judicial Protection during the award of Public Procurement, as well as the construction period of Public Works. This enriched new Edition is updated up to Law 5130/2024.

The reasons for granting adjournments by administrative courts was the topic of the presentation [in Greek: «Τα παράδοξα των αναβολών στη διοικητική δίκη»] by Dr. John Kitsos during the 10th Annual Scientific Conference of the Greek Public Law Organization [i.e. «ΕΕΔ»]. The Conference was organised in collaboration with the Larissa Bar Association, taking place in their premises.

A study of Dr. John Kitsos regarding the tumultuous construction of the, maximum-security, ‘‘Grevena Prison’’ [in Greek: «Παρατηρήσεις στην ΑΠ 1305/2021: Εκτέλεση νέων και υπερσυμβατικών εργασιών από την Εργολήπτρια που υπερβαίνουν το 50% της αρχικής σύμβασης, κατόπιν έγγραφων εντολών της Διευθύνουσας Υπηρεσίας λόγω κατεπείγοντος, πλην όμως ένεκα αποκλειστικής υπαιτιότητάς της ως προς τη μελέτη της κατασκευής του σωφρονιστικού καταστήματος. Η κίνηση της νόμιμης διαδικασίας για την πληρωμή αυτών κατά του Κυρίου του Έργου, ο οποίος αντικειμενικά δε συμπράττει, μολονότι έχει παραλάβει όλες αυτές, για την ένταξή τους σε ΑΠΕ και, ακολούθως, για τη σύναψη Συμπληρωματικής Σύμβασης με την Ανάδοχο»] was published in the public-law magazine NODEPE [issue (6)23/2022 pp. 16-22]. The discussed decision of the Hellenic Supreme Civil and Criminal Court [i.e. «Άρειος Πάγος»] refers to the rather-unusual conditions under which the construction took place; namely the contractor was forced to construct a substantially-different prison complex to that he had initially underbound.
