Praise by the Academy of Athens 2020
Member of the Governing Board of the Hellenic Independent Public Procurement Authority on Remedies Review [AEPP] (established by the Law 4412/2016 “Public contracts for the procurement of works, supplies and service”) for 3 years (2017-2020), serving two terms as President of its Chambers (2017-2018 and 2019-2020).
Prior to his appointment, through ASEP, to the newly-established Independent Administrative Authority as one of its Founding Members, he was an Expert Legal Advisor in EU Public Procurement Law having provided legal services to international and internal consortia interested in investing in the Greek market of public procurement.
His 2-year Postdoctoral Research “The Directive 2014/23/EU on the award of concession contracts” (2016) was bestowed a Praise by the Plenary Session of the Academy of Athens, since it is the only Monograph on a paneuropean level regarding the homonymous Directive. Prior to this Research, was his 4-year Study “Public Private Partnerships and Concession Contracts. Cooperations between Public and Private Bodies for Public Infrastructure Development through Private Capital Investments. According to International, European Union and Greek Law” (2014).
Most recent was the edition, together with 2 Supreme Judges of the Council of State and the Court of Audit, of the Collaborative Book “PUBLIC PROCUREMENT – L 4412/2016: Judicial Approach and Practical Implementation” (2019), which was exclusively comprised of studies by Supreme Judges acknowledged in public procurement. This Collaborative Work was characterized by the judicial body as “The Bible of Public Procurement”.
He advocates before the Council of State, Court of Audit and the Supreme Civil and Criminal Court of Greece.
As a Doctor of Public Law, he handles the entire spectrum of this sector, in particular Administrative and Tax Law. Within the Office he personally directs a separate department dealing solely with military-law cases.
He has published extensive scientific literature, mainly on Public Procurement Law, in Europe (London, France, Germany, Spain, Belgium, etc.) but also in Greece.
He regularly participates as a Speaker in international Scientific Conferences and Seminars representing Greece.
