The first printed interview in Greece regarding the new Hellenic ‘‘Single Public Procurement Authority’’ established by Law 4912/2022 (Government Gazette Issue A 59) was given by Dr. John Kitsos.

Based on his experience as one of the founding Members of ‘‘AEPP’’, in the interview are being presented for the first time all the critical events that led to the administrative merge of the two independent authorities on public procurement that operated in Greece the past decade, i.e. ‘‘AEPP’’ and ‘‘EAADHSY’’.   

Dr. John Kitsos’s study “The resolution of disputes between the Hellenic State and construction companies according to the Greek Law of Public Works” was published by Sakkoulas Publications Athens-Thessaloniki.

It is included in the Collective Volume “Public Procurement: Critical Issues and Recent Developments” (2022), following the completion of the Panhellenic Conference on Public Procurement (Tripoli – Peloponnese, 02-03.10.2021), which was co-organised, amongst others, by the General Directorate of Tactical Administrative Courts and the Administrative Court of Appeal of Tripoli.

In the respective article, Dr. Kitsos imprints his personal experience as a Lawyer specialised in public works, critically presenting the latest modifications brought to the Greek Code of Public Contracts, i.e. Law 4412/2016, by Law 4782/2021 (Government Gazette Issue A 36, March 9).

Mr MICHALIS CHASIOTIS presented his Monograph: “The Hellenic Independent Public Procurement Authority on Remedies Review (AEPP): The catalyst for the rapid resolution of disputes from the award of public procurement” (NOMIKI BIBLIOTHIKI 2021) on the 28th of February 2022, in Veria (in Aiges Melathron Hotel). The event was under the auspices of the Veria Bar Association and many people attended, including the MPs of the Prefecture of Imathia, elected Members of the Regional Unit of Imathia and of the Municipalities of Alexandria, Veria and Naousa. Several enterprises from Northern Greece, which participate in public tenders, attended the presentation as well as Civil Engineers of the Technical Chamber of Greece / Section of Central Macedonia. In this event, the founder of our Office Dr. John Kitsos, who has written the Prologue of the Monograph, delivered a speech on “Public Works”.

The book of Mr MICHALIS CHASIOTIS “The Hellenic Independent Public Procurement Authority on Remedies Review (AEPP): The catalyst for the rapid resolution of disputes from the award of public procurement” has been produced by the publishing house “NOMIKI BIBLIOTHIKI”. In his monograph, the author develops an in-depth critical assessment towards the creation by the Greek legislator of AEPP, while illuminating its pioneering conclusions on the internal Law on Public Procurement. Dr. JOHN KITSOS has written the prologue of the book.

The ‘‘Standardisation of Tender Documents for the Construction and Upgrade of Port Infrastructures through Concessions and Public Private Partnerships (PPPs)’’ was the topic of the speech by the Founder of our Law Office at the panhellenic conference on public procurement organised by ‘‘“NOMIKI BIBLIOTHIKI”. Dr. John Kitsos was appointed as a Member of the respective Inter-Ministerial Committee, which was set up on an initiative of the President of the ‘‘Hellenic Single Public Procurement Authority /HSPPA’’, i.e. ‘‘EAADHSY’’. The critical Standard Document was published in the Government Gazette Bulletin Issue B΄ 5343 on 17/11/2021.
